Statement by Ms. Minna-Liina Lind, Deputy Permanent Representative of Estonia to the UN, on behalf of the Accountability, Coherence and Transparency Group at the Ad Hoc Working Group on the Revitalization of the General Assembly, 26 May 2017


On behalf of the Accountability, Coherence and Transparency group, I would like to once again thank you sincerely for all your work as co-chairs and for the first draft of the GA revitalization resolution in the current session.

The ACT group, while recognising all the important topics in the agenda of the GA revitalization, is – as before – mainly focused on the issues related to the selection and appointment of the next Secretary-General and other executive heads.

The Ad Hoc Working Group, with the consensual adoption of resolutions 69/321 and 70/305, has undoubtedly impacted the whole process from the declaration of candidatures to the informal open dialogues with the wider membership and civil society. ACT is convinced that the standards achieved throughout the latest process should be applied and strengthened in all future selections. We have to guarantee that principles found in these resolutions become the norm in the future and are fully implemented.

In this regard, we welcome the OP51 of the draft resolution on solidifying the process based on the lessons learned and would like to discuss further improvements as also mentioned in OP49 of the zero draft. The ACT group is finalizing its conclusions on the latest selection process and we will share the outcome with you all shortly. Overall, we would like to see an even more structured process with a concrete timeline for the Secretary-General selections in the future.

For the ACT group there are two broader issues remaining, which we feel need a thorough discussion at this session – first, regarding the communication between the Security Council and the General Assembly and second, on the selection and appointment of senior officials.   

In the course of these negotiations, our group will propose language on improving the interaction between the Security Council and the General Assembly. Regarding the senior appointments, we would engage in negotiations on OPs 52 to 55 of the draft resolution and we would like to propose additional language on a set of principles regarding appointment of executive heads and the Senior Management Group.
