Undersecretary Reinart at UN: progress in financing for development requires implementation of good governance and rule of law


From 22-24 May, Undersecretary for Economic and Development Affairs of the Ministry of Foreign Affairs, Väino Reinart was in New York, taking part in the UN Economic and Social Council Forum on Financing for Development.

Undersecretary Reinart and the representatives of Tonga, Nepal and Mexico addressed one of the Forum’s ministerial-level round-table discussions. Reinart pointed out that based on Estonia´s experience, governments have a key role in creating a more collaborative environment and in involving partners. “Implementation of the principles of good governance and rule of law creates preconditions for efficiency and for achieving necessary results in financing for development,” emphasised the Undersecretary. In addition, Reinart spoke of priorities of the Strategy for Estonian Development Cooperation and Humanitarian Aid (2016-2020) and the importance of cooperation in science, technology and innovation. The Undersecretary took time to introduce the e-governance solutions which reduce corruption and increase tax revenue.

The Forum on Financing for Development discussed implementation of the international Addis Ababa Action Agenda adopted in 2015, and an outcome document was adopted by the Forum. Addis Ababa agreement that entered into force in 2016 include means of implementation of the Sustainable Development Goals and lays down that domestic public resources, private sector investments and cooperation between the private and public sectors would be added to the official development aid resources. The agreement also includes a separate section on using the potential of science, technology and innovation.

The Global Sustainable Development Goals were adopted during the 2015 Summit. Estonia gave an overview of the implementation of Sustainable Development Goals in the framework of the 2016 UN High-Level Political Forum.

Undersecretary Reinart also met with the UNDP Assistant Administrator and Director of the Bureau of External Relations and Advocacy, Michael O’Neill. They discussed bilateral cooperation and welcomed that the Director for Development and Strategy of the Estonian e-Governance Academy, Hannes Astok, advised the e-governance team of the UNDP in order to promote the UNDP digital governance programmes and projects. It was the first time an Estonian expert gave such advice to the UN.
