General Statement by DPR Minna-Liina Lind on behalf of the ACT group after the adoption of the resolution on the Revitalization of the work of the General Assembly


Mr President,

I have the honour to speak on behalf of the Accountability, Coherence and Transparency group or in short ACT, a cross-regional group comprised of the following 25 small and mid-sized countries seeking to improve the working methods of the Security Council: Austria, Chile, Costa Rica, Denmark, Estonia, Finland, Gabon, Ghana, Hungary, Ireland, Jordan, Liechtenstein, Luxembourg, Maldives, New Zealand, Norway, Papua New Guinea, Peru, Portugal, Rwanda, Saudi Arabia, Slovenia, Sweden, Switzerland and Uruguay.

We welcome the adoption of today’s resolution and would like to thank the co-chairs of the ad-hoc working group, the Permanent Representatives of Croatia and United Arab Emirates for their excellent work, creativity and dedication.

The ACT group would like to offer a few comments on cluster dealing with the selection and appointment of the next Secretary-General and other executive heads addressed in the resolution.

After the consensual agreement by the Ad-Hoc Working Group on resolutions 69/321 and 70/305, which dramatically improved the transparency in selecting the Secretary-General, the next natural step would be to solidify these achievements without delay. In this regard, the ACT group regrets that in the resolution, which we just adopted the working group was not able to find consensual wording on the lessons learned process of the most recent and truly historic Secretary-General selection.

The ACT group as well as others have recently concluded their assessments of the selection process as an input for future selections. For the ACT group there are two broader issues remaining to be thoroughly discussed in the upcoming sessions leading up to the next selection – first, regarding the communication between the Security Council and the General Assembly and second, on the selection and appointment of senior officials.
