Dear Assistant-Secretary General, Excellences, Distinguished Delegates,
I would like to start with stressing that the impact of the Central Emergency Response Fund (CERF) is invaluable. CERF improves the speed and predictability of humanitarian assistance by providing lifesaving assistance to millions of vulnerable people and communities where and when it´s most needed. This has been clear in the Fund’s response to emergencies within the course of the last year. For example related to the crisis in and around Syria, in the Sahel, in the Philippines and in the Central African Republic, where it has contributed greatly to address timely the vast humanitarian needs. The same positive conclusions about the work of CERF have been reached in several reviews by independent humanitarian experts in 2013. These reviews have demonstrated how CERF is among the earliest sources of substantial funding, and that CERF adds value to humanitarian operations due to its ability to deliver quick response to emergencies.
CERF has been successful in attracting funds from a broad range of UN member states. We also welcome all the efforts made in exploring how to increase contributions from the private sector as one of the opportunities of diversifying CERF´s donor pool and sustaining the necessary funding levels.
Allow us to acknowledge the Under-Secretary-General and CERF for allocations to the underfunded emergencies and also for drawing the attention of the international community to the protracted crises no longer in the spotlight. Estonia pays also increased attention to the latter when making its funding decisions.
Estonia welcomes CERF’s efforts to continuously review and improve its work. Estonia appreciates the USG’s response to the indentified challenges in terms of reporting on results by introducing a new reporting schedule. We look forward to experiencing how this reporting schedule will increase quality not only in reporting but also in the future activities of CERF.
Estonia continues to support the valuable impact of CERF’s work, as we have done since the Fund was established. On behalf of the Estonian government, I am pleased to announce that Estonia is once again able to increase its contribution to CERF to the amount of 100,000 euros for 2014 (approximately 137,500 USD). With the aim to assure predictability of funds and in line with Good Humanitarian Donorship principles, our 2014 contribution has already been transferred to the CERF´s account, and we encourage others to also do so as soon as possible.
